CERG is the joint representation to the UN International Civil Aviation Organization (ICAO) of the following European states: Bulgaria, Cyprus, Czech Republic, Greece, Hungary, Lithuania, Poland, Romania, Slovakia and Slovenia.

The main objective of the CERG Member States is to closely cooperate in order to enhance a continue representation as members of the ICAO Council and in other fora such as ECAC, EUROCONTROL or the European Union and its bodies.

The history of CERG

The first agreement was signed in 1992, but this agreement needed to be changed due to various reasons and on 3 November 1993 the Authorities of the Czech Republic, Hungary, Romania and Slovakia decided to establish a the Central European Rotation Group (CERG) and signed a Memorandum of Understanding on co-operation and representation on the Council of the International Civil Aviation Organization (ICAO). In 2002, the Republic of Slovenia joined CERG, two further members were accepted – the Republic of Bulgaria and the Republic of Poland in 2009, another two members in 2014 – the Hellenic Republic and the Republic of Lithuania and in 2015 the Republic of Cyprus became the 10th member of CERG.

The following CERG members were elected on the ICAO Council: • the Czech Republic (1992) • Romania (1995) • the Slovak Republic (1998) • the Czech Republic (2001) • Hungary (2004) • Romania (2007) • the Republic of Slovenia (2010) • the Republic of Poland (2013) • the Hellenic Republic (2019) and now is Romania’s turn again, according to the CERG member states’ agreement.

As a member of CERG since 1992, Romania was represented on the ICAO Council, under Part III, between 1995-1998 and 2007-2010. Starting with September 2009 until the end of the mandate, the Romanian representative was elected Vice-President of the Council. The Romanian representative on the ICAO Council was actively involved in organizing the first High Level Safety Conference in 2010 and, as a recognition of his work, the Romanian Minister of Transport was elected as the Chairman of the Conference. During the same time, the Memorandum of Understanding between Romania and ICAO regarding safety oversight audit was signed.

As a sign of its state commitment to the CERG principles of cooperation, in 2009, Romania joined its forces with the other CERG Member States in acting towards enhanced civil aviation safety developing the “ICAO/CERG SMS/SSP & USOAP 2010+” initiative, supported by the ICAO Air Navigation Bureau

European Civil Aviation Conference (ECAC)

Founded in 1955 as an intergovernmental organization, the European Civil Aviation Conference (ECAC) seeks to harmonize civil aviation policies and practices amongst its Member States and, at the same time, promote understanding on policy matters between its Member States and other parts of the world.

ECAC's mission is the promotion of the continued development of a safe, efficient and sustainable European air transport system.
